Fill level testing for devices & pods
Fill level testing enables brands to demonstrate their e-liquid devices comply with the UK’s MHRA regulations. Tanks or pre-filled cartrigdes cannot contain more than 2ml or 10ml of e-liquid.

TPD / TRPR legislation for e-liquid devices
The MHRA is the competent authority for a notification scheme for e-cigarettes and refill containers in Great Britain and Northern Ireland and is responsible for implementing the majority of provisions under Part 6 of the Tobacco and Related Products Regulations 2016 (TRPR), as amended. The TRPR introduced rules that restrict e-cigarette tanks to a capacity or fill volume of no more than 2ml.
Vaping businesses have used the 2ml tank test to successfully respond to queries from Trading Standards about their products.

We use an ISO/IEC 17025:2017 UKAS accredited gravimetric method to measure the volume of liquid in the device, tank or pod.
For a device, this involves weighing the device and dismantling into wet and dry components. The wet components, including the e-liquid, are washed and dried thoroughly to remove all moisture. The total components are then weighed.
The change in weight from the initial to the total dried sample is converted into volume using density.
